WAMP and XAMPP are different products, you will likely have to set lower_case_table_names in the my.cnf for other products; it all depends on where they check for server configuration options.
For note, UBB.threads assumes you're on a fully functional web server with default modules enabled; other than that, the configuration of servers and development servers is well out of the scope of support...
