I just had this happen to me on my own board.
Tracked it down - here goes.
public_show_email.pl (v1.10.2.1) line 95:
<input type="hidden" name="un" value="$in{ToWhom}" />
Note the name="un".
However, ubb_profile.cgi is expecting the input in name="ToWhom".
Don't know how this got by us..
Or for that matter why it works for CC... *shrug*
