You should have only deleted in the /forum/cache folder.
You need to restore them. They create the files in the cache folder. Without them they will never get rebuilt.

I don't see "Rebuild Cache" in the control panel. In the "Tools & Info" category I do see "Clear Cache" and "Content rebuilder", but neither of them contains a "Rebuild cache" option.
